Victor Lustig was gutsy and very clever. The key to his scams were to get people to do something illegal, so they couldn’t call the authorities on him. His money-box scam convinced people to buy false counterfeiting equipment. And his Eiffel tower scam convinced his victims he was a bribe-able bureaucrat who would give preferential treatment to the highest bidder. Brilliant.
